Default Suzuki Eiger belt problem

I had a belt break on my Eiger 400 a couple of years ago. Ever since then the new belt would always slip a little. Last week I finally took the belt cover off to inspect the problem and discovered an oil seal leaking. This was the drive pulley seal. To replace this one you have to take the cover off the side of the engine. Got everything back together and now when you put it in gear, at idle speed, it wants to take right off. The brakes can't stop it. The dealer said I must have installed something wrong, but I have yet to figure this out. This belt system seems so simple I can't figure out what the problem is. When it is at idle the transmisson pulley keeps turning. I sure it should be stopped at idle speed. Hope someone can help.
